Is it necessary to learn how to speak Spanish when living in states such as Arizona,Texas, and California?

I need to improve my spanish listening skills so i really need to watch more spanish tv or listen to the radio. Problem is i can’t recognise most of the words when listening. So i’m looking for a tv show i can watch regularly which is easy to understand for foreigners (language used, accents… ). Also if u know anything with spanish subtitles too that would be really helpful for when i miss words. cheers
